On one hand I felt like it would encourage you to use its first ability, creating interesting decisions, on the other hand it felt aesthetically pleasing that she taught her followers how to be menacing, and it follows wizards line of lords à la <a rel="nofollow">goblin chieften</a>. Might add {1} and move to uncommon to let players enjoy that more, if it supported the set's goals.
