This is a really neat and flavorful effect! Threaten has this templating where the creature is untapped before you gain control of it. Act of Treason has it the other way around where the creature isn't untapped until you control it. This makes a difference for abilities like Inspired. Are there going to be a lot of control changing effects in the set? If not it seems like this could cost 2R since it's only better than Act of Treason in edge cases.
