Think this could probably cost 3BB and Cruel Master doesn’t quite seem like the right name for it, but Dev and Creative concerns aside, I really like this effect.
I’m honestly shocked that even the vanilla version of “each opponent sacrifices a creature” appears not to have been done as an ETB trigger!

It's slightly pushed at 3BB, since it's Tribute to Hunger stapled to a 4/4 flyer, but I could definitely see it. Could be uncommon at 5BB.
