This is too much pure card advantage to be straight red. It's strictly better then 3/1 etb draw a card.Make it sacrifice itself and it feels red, or make it exile the card if it is not the wanted spell.
Red can't have its Snapcaster Mage?I agree it's very strong. Maybe a touch too strong even for rare.If we exile an ineligible card instead of drawing it—and that does feel a bit redder—than the card could gain power elsewhere, or be uncommon.

Goblin Dark-Dwellers is straight advantage. Is the issue that it's too cheap?
