Do you think Wings of Velis- Vel wasn't Blue? This effect is super Blue. Giant-Size is also bad, which makes me want Blue to have it over Green, and I don't think two colors need access to it.
I'd want to see it in blue more often than green, but it's very creature-focused, and about size, so I don't think green is unreasonable. It's definitely of less value to green than blue, that's fair.

I actually do think that Wings of Velis-Vel is probably okay in blue. I think Spectral Flight is an egregious color break. I think Diminish makes more sense in White or Black than blue. I think Pongify and its variants are absurd to argue as "blue". I think Polymorph is explicitly green.
I have a lot of contentious ideas! But I think limiting what colors can do leads to a more fun game in the long run, and MaRo's take on "polymorphing magic is blue" is misguided. (But that's just my opinion.)
I was thinking Strength for the Strong is dangerous enough as a mana-less combat trick. Players can cast it on creatures that already have trample if they prefer.
I like the last two, but not Giant-Size. That's blue. The other two, though, I like.
