I like this direction. It makes sense for red to have tempo plays like this.
The creature seems strong, but fine at higher rarity.
And it makes sense flavour-wise and mechanic-wise to pair fast mana with mana denial. Although hard to balance, to make it sufficiently useful in a tempo deck, without being broken in a combo deck. Wizards seem to have shied away from 1-mana mana rituals even if they're still theoretically possible and not that strong in a typical deck.
This is a dangerous space for red to play around in too much. Exhausting lands is pretty close to just destroying them, especially on efficient bodies that up your clock. It's a fun space to visit, but so would visit too often.
Hazoret's Last Hurrah 1RR Sorcery Deal 5 damage to target player. Lands you control don't untap during your next untap step.

Volcanize RR

Tap three target lands. They become Mountains until the beginning of your next turn.
Add RRR to your mana pool.
(This assumes formats safe enough to have a second pyretic ritual around.

When CARDNAME enters the battlefield, tap and exert target land.

Alternatively, could have Dash. Or, a mana cheaper, and "each player exerts a land they control."
