This is very nice. The fact it hits each opponent is already a solid upgrade, and the card draw is quite good. It's still not the best in a duel, but it at least isn't a dead card, which is more than Mind Rot can say. I think it'd go over well.
The fact it hits all opponents is a solid way to sell the 'can't then draw' clause. Otherwise it'd feel more like a downer (by reminding people how sad it is when the opponent can't draw cards) rather than an upper.
Reminds me of Strongarm Tactics, or Brain Pry, or... what is the card? Psychic Miasma, that's the one. Which I guess was just channelling Gerrard's Verdict.
